I think it personally comes down to what you buy for Omega and Zero, which being honest I don't really buy the multi arguments for both

Like personally I have them at solar system and universal and even with the cyberelves or erasure stuff I do feel like Metal is too fast and has his own abilities, I love Zero as he is my favorite Megaman character but I just don't see him overcoming Metal Sonic nowadays, and as for Omega same story, Metal Sonic might be a bit too fast for him to use his haxes.

And as for Android 17, he kinda gets outhaxed and that Infinite Stamina isn't really gonna help against someone who could probably just speed blitz
